Hon. E.P. Chet Greene, a proud son of Liberta, remains fully committed to serving the residents of St. Paul’s. This vibrant parish is home to approximately 9,000 people across its historic communities, including Liberta, Swetes, Falmouth, Bethesda, and English Harbour. Spanning roughly 45 square kilometres in south-central Antigua, St. Paul’s combines rich cultural heritage with everyday community needs.

Through focused leadership, Mr. Greene is driving meaningful progress across the parish. He has declared 2026 the Year of the Youth and is advancing the completion of the Leroy ‘Billy’ Tonge Technical Center in Liberta. He continues to support road upgrades, water service improvements, health facility enhancements, and educational opportunities — including the sponsorship of 15 scholarships for UWI Global Campus short courses. These efforts aim to strengthen families, empower young people, and create lasting opportunities for every village in St. Paul’s.

Delivering Tangible Progress for St. Paul’s

Education & Opportunities

Supporting access to quality training and skill development. In January 2026, Mr. Greene sponsored 15 scholarships for St. Paul’s residents to pursue short courses at the UWI Global Campus in areas such as project management, customer service, occupational health and safety, and early childhood education. These opportunities equip constituents with practical skills for career advancement and personal growth.

Healthcare & Community Clinics

Expanding access to quality healthcare close to home. This includes the official opening of the new Cobbs Cross Clinic in October 2025 and upgrades to health facilities in Liberta. Plans have also been announced for additional eye and dental clinics to further strengthen primary care services for residents.

Senior Support & Social Care

Promoting dignity and inclusion for our seniors. Mr. Greene has hosted annual Senior Citizens Christmas Extravaganzas (including the 2025 event at Dow’s Hill Interpretation Center) and regular outings, alongside ongoing exercise programmes at the St. Paul’s Empowerment Center. These initiatives foster community engagement and provide consistent social support.

Youth Development

Investing in the next generation. On 1 January 2026, Hon. E.P. Chet Greene declared 2026 the Year of the Youth in St. Paul’s. A major milestone is the near-completion of the Leroy ‘Billy’ Tonge Technical Center in Liberta, which will offer hands-on training in building trades, cosmetology, architecture, and other career pathways. He has also supported annual summer camps and mentorship programmes to prepare young people for success.

Community Support & Stability

Collaborating with local groups to assist families and respond to community challenges. This includes consistent engagement through the St. Paul’s Empowerment Center, support for crisis intervention initiatives, and direct assistance to residents facing everyday needs.

Local Economy & Hospitality

Supporting the growth of Falmouth and English Harbour as important economic hubs. Efforts focus on tourism development, small business opportunities, and infrastructure improvements that create jobs and stimulate local commerce for the benefit of St. Paul’s residents.

Infrastructure & Utilities

Improving essential services that enhance daily life. In March 2026, the historic landmark water tank in Liberta — a structure over 100 years old — was successfully restored through rapid reconstruction works. Ongoing road rehabilitation projects across Cobbs Cross, Piccadilly, Liberta, and other areas are upgrading drainage, street lighting, and road surfaces to improve safety and connectivity for all residents.

Housing & Home Ownership

Advancing access to quality housing and supporting the dream of home ownership. In line with the 2026 agenda for St. Paul’s, Mr. Greene is working to expand opportunities for families to acquire land and build secure homes, turning the vision of home ownership into a growing reality across the constituency.

Sports, Culture & Recreation

Promoting healthy lifestyles, discipline, and community pride through sports and cultural activities. Mr. Greene, a strong advocate for athletic development, has consistently supported youth sports programmes, summer camps, tournaments, and recreational initiatives across St. Paul’s. These efforts provide positive outlets for young people, nurture emerging talent, and strengthen social bonds in communities such as Liberta, Swetes, Falmouth, and Bethesda, helping to build well-rounded citizens and celebrate local culture.

What’s Next for St. Paul’s in 2026 and Beyond

Completion and Opening of the Leroy ‘Billy’ Tonge Technical Center in Liberta The center is nearing completion and will soon open to provide hands-on vocational training in building trades, cosmetology, architecture, and other career pathways. This flagship project supports the 2026 Year of the Youth declaration and equips young residents with practical skills for employment and entrepreneurship.

Expansion of Healthcare Services Plans are advancing for new eye and dental clinics near the recently opened Cobbs Cross Clinic. These facilities will bring specialized primary care closer to residents in Liberta, Swetes, Falmouth, Bethesda, English Harbour, Cobbs Cross, and Piccadilly.

Continued Infrastructure Upgrades Ongoing road rehabilitation across multiple communities (including Cobbs Cross, Piccadilly, Liberta, and surrounding areas), along with further improvements to water services and drainage systems to enhance safety, connectivity, and daily living conditions.

Housing and Home Ownership Opportunities Expanding access to land and supporting programmes that help families in St. Paul’s achieve the dream of owning quality homes, building long-term stability and security for residents.

Youth Empowerment and Skills Development Building on the 2026 Year of the Youth, additional scholarships, mentorship programmes, entrepreneurship support for young innovators, and expanded summer camps/recreational activities will continue throughout the year.

Sports, Culture & Recreation Programmes Sustained support for youth sports tournaments, summer camps, and cultural initiatives to promote healthy lifestyles, discipline, talent development, and community pride — with a special focus on elevating athletic talent from St. Paul’s.
